1. Decisions on taking business in private:

The Committee agreed to take items 4, 6, 7 and 8 in private.


2. Subordinate legislation:

The Committee took evidence on the Investigation and Commencement of Repair (Scotland) Regulations 2026 [draft] from—

Màiri McAllan, Cabinet Secretary for Housing, supported by Charles Willis, Housing Standards and Quality Team Leader, Nichelle Gill, Policy Manager, and Sarah Woolman, Lawyer, Scottish Government.


3. Subordinate legislation:

Màiri McAllan (Cabinet Secretary for Housing) moved—

S6M-20535—That the Local Government, Housing and Planning Committee recommends that the Investigation and Commencement of Repair (Scotland) Regulations 2026 [draft] be approved.

The motion was agreed to.


4. Legacy report (in private):

The Committee considered a draft report.


5. Subordinate legislation:

The Committee took evidence on the Non-Domestic Rates (Levying and Miscellaneous Amendment) (Scotland) Regulations 2026 (SSI 2026/68) from—

Ivan McKee, Minister for Public Finance, supported by Anouk Berthier, Head of Non-Domestic Rates Policy, and Donald Henderson, Deputy Director, Nature, Scottish Government.

The Committee agreed to make no recommendations in relation to the instrument.


6. Legacy report (in private):

The Committee continued consideration of a draft report. Various changes were agreed to. The Committee delegated to the Convener responsibility for finalising the draft report for publication.


7. Annual report (in private):

The Committee considered a draft report for the parliamentary year from 13 May 2025 to 8 April 2026. The Committee agreed the draft report, subject to confirmation of final meeting numbers. The Committee agreed to delegate to the Convener responsibility for finalising the draft report for publication.


8. Independent Review of the Process for Determining Electoral Boundaries in Scotland (in private):

The Committee considered the report on the Independent Review of the Process for Determining Electoral Boundaries in Scotland. The Committee agreed to write to the Scottish Government with its views on the outcome of the review. The Committee delegated to the Convener responsibility for finalising the letter.
