1. Decisions on taking business in private:

The Committee agreed to take items 4, 5, 6 and 7 in private.


2. Subordinate legislation:

The Committee took evidence on the Energy Performance of Buildings (Scotland) Regulations from—

Màiri McAllan, Cabinet Secretary for Housing, supported by Ross Loveridge, Head of Heat in Buildings Assessment Unit, Norman Macleod, Senior Principal Legal Officer, Patrick Mason, Head of Heat in Buildings Assessment – Policy & Technical Team, and Jess Niven, Interim Deputy Director, Heat in Buildings Policy and Regulation, Scottish Government.


3. Subordinate legislation:

Màiri McAllan (Cabinet Secretary for Housing) moved—

S6M-19564—That the Local Government, Housing and Planning Committee recommends that the Energy Performance of Buildings (Scotland) Regulations 2025 [draft] be approved.


The motion was agreed to.


4. Pre-Budget Scrutiny (in private):

The Committee considered a letter to the Cabinet Secretary for Finance and Local Government. Various changes were agreed to. The Committee delegated to the Convener responsibility for finalising the letter.


5. Work programme (in private):

The Committee considered its work programme. The Committee agreed to invite the Cabinet Secretary for Housing and the Cabinet Secretary for Finance and Local Government to give evidence following publication of the Scottish Government’s budget, including on the Fiscal Framework. The Committee also agreed to commission further research on Local Place Plans and to consider its approach to a legacy report at a future meeting.

 




6. Draft Climate Change Plan (in private):

The Committee agreed its approach to scrutinising the draft Climate Change Plan. The Committee agreed to write to COSLA and local authorities for their views on the Plan, and also agreed to invite COSLA, the Cabinet Secretary for Finance and Local Government, and the Cabinet Secretary for Housing to provide oral evidence. 


7. Independent Review of the Process for Determining Electoral Boundaries in Scotland (in private):

The Committee considered a draft report from the Chair of the Review. The Committee agreed to write to the Chair of the Review. The Committee delegated to the Convener responsibility for finalising the letter.
