The Committee’s work on building safety includes the scrutiny of important issues such as damp and mould in rented housing, the identification of RAAC (Reinforced Autoclaved Aerated Concrete) in homes, and the use of dangerous cladding on high rise buildings.
The Committee first took evidence on building safety in the context of scrutinising the Building (Scotland) Amendment Regulations 2022 (SSI 2022/136), in May 2022, when it also looked at issues around building safety and the recommendations of the Ministerial Working Group for Mortgage Lending and Cladding.
The Building (Scotland) Amendment Regulations 2022
The Committee expressed concern about the lack of progress being made in the remediation of buildings. It agreed to return to this issue on an annual basis in order to track the Scottish Government’s response to the ongoing challenges presented by high-risk buildings.
Since then, during 2023-2024 the Committee scrutinised in detail the Scottish Government’s Housing (Cladding Remediation) (Scotland) Bill which came into force in February 2025. It has also explored ongoing issues with damp and mould in rented housing, and the discovery of RAAC in properties.

The Committee’s Housing to 2040 inquiry has also touched on housing quality matters.
The Committee ran a call for views to assess what progress has been made over the last year in respect of building safety and maintenance, particularly in relation to damp and mould and Reinforced Autoclaved Aerated Concrete (RAAC). This will help to inform a future oral evidence session with the Minister for Housing.
