Letter from Cabinet Secretary for the Constitution, External Affairs and Culture, to the Convener 21 December 2021


Dear Clare,

I wrote to you on 2 December with an update on developments in the Common Frameworks programme following a recent ministerial quadrilateral.

I mentioned in that letter progress made by the four governments of the UK in developing an approach to securing exclusions to the Act for policy divergence agreed through common frameworks, and that UK Ministers intended to confirm that approach in the UK Parliament.

The Committee will also want to note that, at the same time, a statement was laid relating to the European Union (Withdrawal) Act and Common Frameworks Report, and Repeal of Section 12 Powers. That statement can be read here.

As the Committee is aware, frameworks are moving forward for scrutiny in the four legislatures of the UK and I will keep in touch with relevant updates.
