The Alcohol (Minimum Price per Unit) (Scotland) Amendment Order 2020

  1. The Committee reports to the Parliament as follows—

  1. The Alcohol (Minimum Price per Unit) (Scotland) Amendment Order 2020 was laid before the Parliament on 28 January 2020 and referred to the Health and Sport Committee.

  1. The Order is subject to affirmative procedure (Rule 10.6).

  1. At its meeting on 4 February 2020, the Delegated Powers and Law Reform Committee considered the instrument and determined that it did not need to draw the attention of the Parliament the instrument on any grounds within its remit.

  1. It is for the Health and Sport Committee to recommend to the Parliament whether the Order should be approved.

  1. The Minister for Public Health, Sport and Wellbeing, Joe FitzPatrick, has, by motion S5M-20745, proposed that the Committee recommends approval of the Order.

  1. At its meeting on the 25 February 2020 the Committee took evidence on the Alcohol (Minimum Price per Unit) (Scotland) Amendment Order 2020 from—

    • Joe FitzPatrick, Minister for Public Health, Sport and Wellbeing;

    • Louise Feenie, Alcohol Harm Prevention Team Leader; and

    • Julie Davidson, Legal Directorate, all Scottish Government.

  1. Following the evidence session, Joe FitzPatrick moved motion S5M-20745—

    That the Health and Sport Committee recommends that the Alcohol (Minimum Price per Unit) (Scotland) Amendment Order 2020 be approved.

  1. The motion was agreed to.

  1. The Public Appointments and Public Bodies etc. (Scotland) Act 2003 (Amendment of Specified Authorities) Order 2020 was laid before the Parliament on 29 January 2020 and referred to the Health and Sport Committee.

  1. The Order is subject to affirmative procedure (Rule 10.6).

  1. The Regulations are subject to affirmative procedure (Rule 10.6).

  1. At its meeting on 18 February 2020, the Delegated Powers and Law Reform Committee considered the instrument and determined that it did not need to draw the attention of the Parliament to the instrument on any grounds within its remit.
