The First Minister said in his response to Ms Sturgeon that assessment of need is when care should be provided, but I tell him that that is not happening. In many council areas throughout Scotland, there are elderly people with unmet needs who have been assessed and have been told to join a waiting list.

We need to be careful when discussing breaches because in some cases there are multiple breaches and we do not know how many people are directly involved. We are looking into that.We are at an early stage, but I am heartened that the majority of ASBOs are being complied with and that a pattern is emerging of breaches being dealt with quickly.
