The discussion around the Bill was seen as an opportunity to specify the public engagement which should take place in the development of a plan, in line with international agreements and best practice.iNet Zero, Energy and Transport Committee, Official Report, 17 September 2024, Col 14David Hawkey of the Institute for Public Policy Research Scotland said:
