Does the minister think that a police bottle-marking initiative, whereby police mark a certain code in invisible ink on bottles of alcohol, which has been trialled successfully by Lothian and Borders police, is a good way of trying to discover from where young people are getting alcohol and thus helping to tackle the underage drinking problem?

Local authorities throughout Scotland are being forced down the PPP route—the only choice is to take it or leave it—because funding is not available unless they go down that route. The petition asks us to get the Executive to debate the use of PPP, but the Executive will be reluctant to do that.
