Our concern—like that, I am sure, of other local authorities—is that we have to ensure, as the smaller local authority, that our needs are well known and that we get the share of the moneys that we should be getting.
Whatever reservations we have about the Scottish Executive, it gets things done. The Welsh suffered considerably in the first 12 months of the Assembly's existence from not being able to get things done.
To deal with the case we would have to ask the Crown Office to deliver the court papers to us. The committee cannot get involved in such a situation. The Crown Office would probably not allow it.
The idea of area waste plans is that they will allow local authorities to get together. The £2.5 million that I am allocating from April next year is intended to let them get on with that process.
