I have written to the minister very recently—he might not yet have seen the letter—about a particular constituent who had great difficulty accessing a solicitor in Orkney, and had to get one from Aberdeen, who, in the end, was not able to travel to Orkney for the case.

The Executive accepts that it would be feasible to provide a detailed description in the explanatory notes, but it states that that would inevitably lengthen them without necessarily increasing their utility to the reader. The Executive is getting confused about the purposes of the two orders.
