I was amused by the legal briefing, which says that the courts would probably ignore the wording and therefore get it right. That is an interesting solution: the courts will resolve the problem of the Executive's poor drafting.

I emphasise the European convention on human rights angle on the regulations. It is important that we get our points clarified. There are more errors than we would have hoped to find had the regulations been properly checked and rechecked before they came before us.
