We should sympathise with the Executive in dealing with European regulations but also with lay people who have to interpret them. When farmers get such legislation it must be very difficult for them.

By not conducting the reconciliation overnight—it might cause even more problems for SPTE and the rail industry if they tried to bottom out instantly—we are able to make use of a slightly longer time span, which allows us to ensure that we get the formula right. That is interesting.
