We should be clear that it is sometimes quite difficult to get decisions at the European level and that the fact that a majority is required in the Council of Ministers already makes it quite hard to get legislation through.
What advice is available to committees? At the end of the day, we may get the blame if we get it wrong. Ultimately, it would be for the rules to be challenged in the courts.
Does the First Minister not accept that, if the BBC can get away with this, the companies on the gravy train of this project will think that they can get away with it too?
