The Scottish land fund and other stakeholders that operate in this field might have some interesting and innovative suggestions about how policy could be developed, particularly with regard to potential changes to planning legislation in Scotland, which is a devolved matter and could lead to the introduction of incentives that are indirect but would be nonetheless effective.
