Report on the Draft Climate Change Plan - the Draft Third Report on Policies and Proposals 2017-2032 - Policy outcome 1: Improvements to the fabric of Scotland’s domestic buildings results in a 6% reduction in their heat demand by 2032.

The 6% reduction in heat demand refers to a 6% reduction compared to the business as usual projection for 2032. Scotland’s Energy Compendium 2016 shows that 54% of total energy consumption relates to non-electrical heat demand, and that Scotland’s total energy consumption for heat amounted to 81,300 GWh in 2013, but there is no breakdown for domestic heat demand.

This cannot be allowed to continue as social care charging is effectively an additional tax on disabled people over and above those paid by non-disabled members of Scottish society. 4 Independent Living Fund 4.1 Inclusion Scotland welcomes the announcement of an additional £9 million of funding for the Scottish Independent Living Fund which will allow it to re-open and support an additional thousand disabled people with complex needs. 4.2 However, we note that when the Fund was transferred to Scotland it supported 3,000 disabled people and now assists under 2,000.
