Appointment of members 14 (1) The Scottish Ministers are to appoint the Council's members. (2) The Scottish Ministers must appoint the Council's initial members no later than 6 months 20 from the date of commencement of this Act. (3) The Scottish Ministers must consult the Council in relation to the appointment of a member prior to any such appointment, except in respect of the appointment of the Council's initial membership under sub-paragraph (2). (4) The Scottish Ministers may not appoint a person who is disqualified from being a 25 member (see paragraph 17).
