We will be continuously reviewing the scheme to ensure that it best addresses these problems and, of course, will take account of the new Home Energy Efficiency Scheme when it is introduced in England in April 2000.
Our options are to thole that situation or to do something about it. The best way of doing something about it is by taking control of our funding and trying to make the best of a difficult market context.
Such a system would focus on how people perceive local government services and the things that are done for them.Another issue is the relationship with best value. Best value is at least partly about being customer-focused or citizen-focused.
