I understand that the figures are not guesstimates, but the best available measures. They are not simply taken from the energy companies, but are part of a standard set of figures that we collect from local authorities within a set reporting framework.

Indeed, we have already made provision for an additional £34.7 million spend on access by local authorities and Scottish Natural Heritage over the next three years.
