Is the minister saying that it is better to find out what expenditure is eligible for grant before undertaking that expenditure, or is she saying that it is better to seek reimbursement of expenditure that has already been undertaken? Which is preferable? The best advice that I can give is for the council to work closely with Executive officials.

I have discussed with the Minister for Parliamentary Business and ministerial colleagues how we can best take the matter forward. That will entail making some difficult decisions about a very full legislative programme, but no one could fail to be moved by the plight of those families.
