I am not sure whether that would be the best way forward. The smallest police force—Dumfries and Galloway constabulary—is about half the size of the next-smallest police force and is very small in comparison with the other police forces in Scotland.

A lot of thinking and work must go into those areas, and I have said that the best way to achieve that would be for the minister and his department to work closely with me and others to see whether we can formulate amendments in an agreed fashion so that they can be presented to the committee for scrutiny.
