The petition asks us to consider the introduction of guidance for local authorities to establish best practice for keeping, displaying and storing Scotland's archives where they are relevant locally.
The model envisages that the Accounts Commission will—probably on a triennial cycle—receive a best-value report, prepared by Audit Scotland, which will look at the full range of performance and management issues in individual local authorities.
We will carry out four case studies—two on business support and two on lifelong learning—to examine issues of best practice. Input from members about where that best practice may be sought is very welcome.
To ask the Scottish Executive whether research in universities is best stimulated and promoted by targeting funding at the best departments or by encouraging improvement in other departments.

It is therefore for the DSS to decide how they should best be administered. The Scottish Executive will continue its regular dialogue with UK Ministers on how the Scottish Executive and the UK Government can best work together to tackle such issues.
