I cannot give any undertaking as to the type of scheme, if any, until we have fully researched all the options and consulted on the best way forward. We must make provision for all options in the bill.
As I said in my opening remarks, the issue is the ad hoc nature of the consideration of Sewel motions. Examples of best practice exist, but the issue is how we ensure that that best practice is followed more widely.
