We are saying that having done that, they should trust the board to make the best use of the money. If the judgment of the board is that the best use is made by carrying some of it forward to the next year, that should be allowed.
I understand that, but the proposal that Tommy Sheridan has made may not be the best option. It would make a change, but that might not be the best change.
It appears that local authorities might be best placed to pursue that concern. I heard no evidence that that would best be dealt with by a national park authority.
The voluntary sector can deliver quality services that meet best value, but there must be more discussion and open dialogue between the sector and local government.
