Will the Executive accept that, as it passes the buck, some of the most vulnerable people in the country are in the midst of it all: the frail elderly, those suffering from mental illness and with learning difficulties, not to mention Scotland's vast army of carers, who save the country no less than £3.4 billion each year.Lastly, in the light of Lord Hardie's judgment in the case of McGregor v South Lanarkshire, which is no longer sub judice, will the minister state what steps have been taken to ensure that Scotland's local authorities now have sufficient funding to fulfil their obligations—clarified by Lord Hardie's judgment—to immediately place in long-term residential or nursing home care all those who have been assessed as requiring such care?
