r=11423&c=2074386A number of local authorities questioned whether LPPs are the best way to engage local communities in the development planning process.
That process of debate resulted in a compromise that was hard won by the proponents of 100 per cent ABS, who thought that that was best, but who, in the interests of a unified profession, decided to approve the compromise.
The Cabinet Secretary for Finance and Local Government said:
“The Act places a number of duties on local authorities in relation to allotments and it is ultimately up to the local authorities themselves to decide how best to carry out the functions conferred on them by Part 9.
The power is intended to fine tune funding in light of experience, in order to provide the best outcome against the vision whilst ensuring best value for the public purse.
If Northern Ireland has to diverge in order to maintain parity with the EU the same review process will be followed and the same assessments are made as whether it would be in the best interests of GB to follow suit or to allow divergence.
Local authorities leading
The most frequently made comment in support of local authorities leading on no-firework areas was that they are best placed to take this role, including because they will know their own area better than any other organisation.
