It is much easier if there is bulk buying of microchips, but I cannot do that, so I cannot get those price cuts. However, we do our best to keep the microchipping price low and to meet many of our poorer clients to ensure that they can pay by instalments to get dogs neutered.

I would not want the remit to be restricted to prevention. If I said that perhaps the best way of reducing offending in this country would be to redistribute wealth so that the bottom 50 per cent of our population had a greater than 1 per cent share of that wealth, what would you say?
