Some of the evidence in the bill documentation relates to research that was done in 2007, and I think that the picture has moved on significantly since then.The other thing to say about rates is that increasing them would be a bit of a blunderbuss approach to improving provision, because it might mean that people would come in just because the money was good, not necessarily because they were the best people to do the work, and there might still be a lack of people in particular areas.
