In the debate, we have heard a lot about mitigation and the support that people might be able to get if the plan goes ahead, but the whole point is that we can prevent such trauma from happening.

This was a point similar to that made by Alan Staff of APEX Scotland who said that there was "very little recognition of the role of the third sector in spite of the fact that it contributes to around a third of all justice activity in Scotland". He added—
The continued belief that allocating funding through Local Government will somehow filter through to external contracts with the sector has been shown over the last decade to be fundamentally flawed with increasing percentages of allocated funding being needed for core statutory activity and away from more community based and preventive or recovery based activity.
Under Article 15, Member States must not impose a general obligation on internet intermediaries to monitor or actively to seek facts or circumstances indicating illegal activity.
The Bill team explained to the Committee that this is analogous to PPERA which limit the activities that UK public bodies can undertake in the 28 days before a poll.
From going through the list, it is clear that there are people who do so who undertake fair trade activities, for example. I hope that at least some consideration is given to the impact of the fees on those who perhaps need some help and might not get it as a result of a blanket list of fees being applied.
