Her response is as follows:It is the responsibility of eachcontracting authority to ensure that, where relevant, it complies with the proceduresset out in the Public Contracts (Scotland) Regulations 2006.If there is found to be a problemof Scottish contracting authorities breaching their legal obligations in terms oftheir technical specifications, the Scottish Executive can issue guidance to publicpurchasers in Scotland outlining these obligations.
