I welcome the movement by the Liberal Democrats and now the Conservatives to try, as a Parliament, to make the measure a success.I do not agree with Ruth Davidson on the impact that she feels the retail levy will have. She mentioned Asda, which announced plans for three new stores and a replacement depot in Scotland on 23 January, in full knowledge of the Government’s plans for the retail levy.
