Local authorities, which chase unpaid council tax bills, would be in the best position to answer that question but, from our discussions with local authorities and the Convention of Scottish Local Authorities, our understanding is that this is a negligible issue and that the mechanism is unlikely to be used much, if at all, in Scotland.
