As I set out at stage 1, ministers have listened carefully to the concerns that have been expressed by the Education, Culture and Sport Committee, this committee and others.Both the Ancient Monuments Board and the Historic Buildings Council were set up under statute when the range of expertise that they provide was not available to the Scottish ministers from their own officials. That is no longer the case, particularly in view of the advice that is available from Historic Scotland.
