Equally surprising is the fact that, as I understand it, Historic Scotland officials were actively discouraging applicants from applying before 2005, although that has now stopped.
It was my understanding—although reading the Official Report there is no formal decision—that that was the view of the committee; I would be surprised if members disagree.
