However, I draw to members' attention the Subordinate Legislation Committee's questions to the Executive about the regulations, which were answered. That committee expressed concern that there was slight doubt about whether the instrument was intra vires.

The committee should welcome the Executive amendment, which accords with the general views that the committee expressed last week—that the subordinate legislation that was previously provided for was too broad.
A new director of the SAC is coming into place and it may be appropriate for us to do something about a review in the autumn. The SAC spends about £26 million or £27 million of public money—I am not trying to sound like Brian—and usually spends it rather well, but there are big questions about the size of its bureaucracy.
