The amendment refers to a "lasting legacy", but the Executive has created a legacy of bureaucracy and barriers to trade, which 46 per cent of the business community want to do away with and about which 26 per cent are neutral. I hope that this debate moves that 26 per cent forward into the camp that wants more change...

Environmental Protection(Restriction on Use of Lead Shot) (Scotland) (No 2) Regulations 2004(SSI 2004/358) We previously had great concerns about the regulations but, as members will see, they have been rewritten to include everything that we asked for, and now no points arise on the regulations. We should express great pleasure about that.
