However, there seems to be a lot of noise around the SPSO, and there have been other complaints about its operation—this is not by any means the first petition on the subject.We should perhaps write to the Scottish Government to ask the relevant minister—I am not sure who that is—whether the operation of the SPSO is being considered by Government, given the frequent expressions of dissatisfaction. We could also ask the Government how the SPSO knows beyond doubt that no information is withheld or missing.

We are almost positively discriminating in favour of home-grown teachers, but we are not negatively discriminating against others in any way—I may not be expressing myself particularly well. I cannot see how we could offer the same guarantee to teachers from the rest of the world.
