However, the regulations that are before us will not implement the Scottish Government's policy decision to extend—as it was quite within its rights to do—free school meals to all pupils in primaries 1 to 3, but will implement a policy commitment to extend the provision of free school meals to children whose parents are in receipt of particular levels of working family tax credit. Although we took oral evidence from the minister, we have not taken evidence from local authorities on that.
