One reason for suggesting this is that, while the Parliament has often expressed a commitment to the principle of post-legislative scrutiny, it has been less effective at actually carrying it out.
An independent advocate can help people to express their own needs and make informed decisions, and speak on behalf of people who are unable to speak for themselves or who choose not to do so.

All 32 Scottish Community Planning Partnerships have expressed an interest in and committed to participating in the Low Carbon Vehicle Procurement Support Scheme.
