Yes, it has, but it has not changed or discouraged the expression of the types of behaviours that the 2012 Act sought to do away with and it has not made people less offensive; it has made them engage in a different way in behaviour that the 2012 Act regards as offensive.

The only exceptions are where a proposal would have a significant effect on the integrity of a Natura site or a proposal could have an effect on the favourable conservation status of a European Protected Species.
