I draw members' attention to the introduction to the education department figures in the budget document, which tells us that the departmental aim is to "enhance everyone's quality of life through sport, culture and the built environment, and to help make Scotland a must-visit tourism destination."I entirely agree with those laudable aims.

Local authority education directors do not like what has happened; they prefer to get the money and to make their own decisions about it. When I have visited schools that have been given money, I have found that there is certainly autonomy in those schools, which have been allowed to use the money as they see fit.
