If someone gets a letter from revenue Scotland saying, “We are imposing a penalty on you under the Revenue Scotland and Tax Powers Act,” that will be a bit stronger than saying, “We are giving you a penalty under regulation 26” or whatever. Everyone knows that an act is law, but I imagine that some people might not realise that regulations are law.
