The Scottish Government advised:
We are looking at the e-rostering platform, after which we will take a decision about whether to stay on the present site or to transfer over to that. As part of the procurement exercise, we will be asking about the ability of the platform to feed into our workload tools platform.
If they create the design but do not see the construction work through, they will gain no experience. If they are not on site, seeing the thing built and interacting with the contractor and the other professionals, they will not know what a properly built wall looks like.

I can confirm that on 09 November 2012 I met with a number of stakeholders, including a representative from Association of British Credit Unions Ltd (ABCUL), to discuss high interest credit, particularly pay day loans.
