I am puzzled, because recommendation 26, which follows paragraph 131, says: “The UK should move to an independent, transparent, needs-based formula to serve all parts of the UK well and allow fiscal federalism to be sustained in the long term, recognising that the Barnett Formula was only ever intended to be a temporary measure”.
