Report on heat in buildings – online lived experience event, 18 November 2025
On Tuesday 4 November 2025, Members of the Committee visited the Midlothian Energy Centre, a large-scale heat network development delivered by Vattenfall Heat UK and Midlothian Council.
The Committee has sought to engage with stakeholders in a variety of ways during its work this year, not just formal evidence taking. Due to the pandemic, visits and external meetings have not been possible and much of the Committee’s informal work has been moved online.

To ensure that budgets align with the latest available information, there is an adjustment of £141.3 million to the annually managed expenditure budget provision for the teachers and national health service pension schemes.
Although it is clear that there is a need for the new agency, what will its focus on the Borders and Dumfries and Galloway do for surrounding areas that fall into the gap between existing and new agencies?
In defence of the decisions that have been made, I would say that the latest audited figures show that 43 million visits were made to libraries in Scotland and the actual usage of libraries has increased in recent years.
