Yes—credit unions are a part of the solution, and I hope that they are a growing part, but given the current size of the sector, it is not realistic to suggest that credit unions can take up all the slack.Liverpool John Moores University recently published a paper that contains a quote that has stuck with me:“The demand for credit is perennial and inelastic and unlikely to go away any time soon.”The concern that was expressed in that report was that, depending on what it is, the danger of a rate ceiling is that all high-cost lenders will depart from the market, and the poorest and most vulnerable customers will lose any access to legal credit.
