The number of registered sex offenders managed at level 3 has decreased in the last 12 months from 34 to 26. There is no risk to the public in a case being downgraded from level 3 to level 2 if that is what the risk management requires.
I draw the committee’s attention to some work that was done recently by the Institute for Fiscal Studies on the changes that are coming to tax credits, particularly the child tax credit and the working families tax credit.
The first issue was the fact that the income threshold for carers allowance has not increased since the increase in the minimum wage; the second was the fact that student loans are treated as income in universal credit; and the third was the fact that tax rebates for work that was undertaken before a person moved on to universal credit are treated as income for an assessment period, which reduces the universal credit that is payable.
