Temporary staff costs The committee expressed an interest in knowing the split of temporary staff costs between the census programme and specialist IT projects.
We have written to those stakeholders who had submitted an expression of interest in the scheme following my announcement on 13 May 2022, informing them that the scheme is now open to applications.

Scotland’s social security system is a mix of devolved and reserved powers, creating a complex landscape. For example: • Universal Credit and Employment Support Allowance are UK-wide. • Scottish Child Payment and Adult Disability Payment are devolved.
The availability of social tariffs can go some way to help those that are eligible (e.g. on pension 3 credit). However, uptake remains significantly low at 5.1%.
