In most cases that will be the owner, but it could be a tenant. Amendments 25 and 26 clarify that if the relevant person is not the owner, they are still responsible for all the repayable amount.

Temporary staff costs The committee expressed an interest in knowing the split of temporary staff costs between the census programme and specialist IT projects.
