If communities feel that their community council is failing to represent them properly, their first point of contact is the community council liaison officer in their local authority area.
So the Crown Estate gets an income each year, whether or not a site is being used. Obviously, it gets more for a site if there is production on it, but it gets an income any way.
The Burrell collection opened in 1993 and at first had 1 million visitors a year. Sadly, that figure has diminished dramatically; it is now down to fewer than a quarter of a million visitors.
Goods not at risk would be defined as goods that have passed through an express lane, in the European definition, and goods that have passed through the green lane, in the UK definition.
