The Scottish Government's reasons are explained at paragraphs 16 to 20 of the LCM, and can be summarised as follows:
a) Disproportionate and unnecessary nature of the Bill;
b) Limitations on the ability of Scottish Ministers to adopt a values-based approach to international engagement; and
c) The limitations the provisions will place on democratic expression and debate.
The delegated powers in the Bill in devolved areas are contained in clauses 14 and 15 and relate to procurement and local government.
In his letter, the Chair of the Accounts Commission reconfirmed that during his introductory meeting with the Minister on 2 February 2022, he expressed the opinion that "the [Accounts] Commission could make more impact than it was currently doing". 6Accounts Commission. (2022, December 20).

RECOMMENDATION 9: We ask the Scottish Government to work with providers of initial teacher training and Continuous Professional Development to augment training on the protected characteristics with specific training on children’s human rights to clearly embed the Children’s Parliament’s message that children’s human rights very much depend on our actions, our behaviours, our expressions of respect and our belief in the human dignity of every child.
